Section 14 allows regulations to be made that modify the standard social insurance rules for certain categories of workers, typically those in public sector, semi-state, or other specified employments where alternative illness or pension arrangements already exist.

Regulations may alter how the social insurance system applies to workers in specific employments listed in Schedule 1 (paragraphs 2, 3, 4, 5, 9 and 10), including certain public servants and civil servants.
Workers in eircom plc, statutory transport undertakings, voluntary hospitals funded by the Oireachtas, and voluntary district nursing organisations may also be subject to modified insurance arrangements.
