Modified insurance

Section 14 allows regulations to be made that modify the standard social insurance rules for certain categories of workers, typically those in public sector, semi-state, or other specified employments where alternative illness or pension arrangements already exist.

  • Regulations may alter how the social insurance system applies to workers in specific employments listed in Schedule 1 (paragraphs 2, 3, 4, 5, 9 and 10), including certain public servants and civil servants.
  • Workers in eircom plc, statutory transport undertakings, voluntary hospitals funded by the Oireachtas, and voluntary district nursing organisations may also be subject to modified insurance arrangements.
  • Teachers in recognised primary schools, post-primary schools, teacher training colleges, and domestic science training colleges, as well as members of the Army Nursing Service, are included among those who may have modified social insurance terms.
  • Persons who were in qualifying employment on 5 April 1995 and moved directly to another prescribed employment — retaining permanent, pensionable status with adequate sick pay — may also remain on modified insurance, and this section does not limit any other regulation-making power in this Part.
